Just to clarify, how was the issue of a 2/3 majority resolved?

This amendment requires a 2/3rd majority of the sitting council members, and that means the total number of elected council members.
I will bring this item up again at the next council meeting. After I remove the council members who have not spoken up, I'll put it to a vote if we have enough members in attendance.
