Resolution 09-69 Remove Non-Attending Council Members

Whereas in the AGS Bylaws, Section H of Membership Provisions “Newly elected officers are required to attend the first AGS meeting after elections in order to claim their seats.” …. “Any council seat not taken by the first meeting of the Fall Quarter will be considered vacant.”

Whereas Article III Section 1 of the AGS Constitution defines quorum as “the smallest number of Council members greater than fifty percent of the number of sitting Council members” and the non-attendance of Council seat-holders may affect the ability of AGS Council to meet quorum,

Let it therefore be resolved that the seats reserved for  _____________   from the Schools of ______ be considered vacant.
 
Resolution 09-70 Approve the AGS 2009-2010 Budget

Whereas the President of AGS and the VP of Financial Affairs have created the following budget,
Whereas this budget is similar to the approved working budget,
Let it therefore be resolved that the Associated Graduate Students (AGS) council approves the attached budget for the 2008-2009 year.
 
Resolution 09-71 Approval of 2009-2010 Social Committee Events

 WHEREAS AGS Council approved a Social Committee Charter on March 31, 2009, and
 
WHEREAS the AGS Social Committee Charter charged the Social Committee with creating and executing social and community graduate student events and spreading awareness of AGS, and
 
 WHEREAS the Social Committee has planned and budgeted several events for the 2009-2010 academic year, and
 
WHEREAS the Social Committee believes the proposed events meet the expectations of the Social Committee Charter and reflect a wide-range of diverse graduate student interests, and
 
WHEREAS the AGS 2009-2010 Council Budget has allocated $12,000 for “Social Events” under Budget line items 6509-9020, 6502-9020, 6503-9020, 6504-9020,
 
 LET IT THEREFORE BE RESOLVED that AGS Council approve the attached AGS Social Committee Calandar of Events scheduled for the 2009-2010 academc year.
 
Resolution 09-72 Allocation of Funds to the Pub Advisory Board

WHEREAS AGS Council approved the revised Pub Advisory Board (PAB) charter on 3/10/09,
 
WHEREAS the PAB Charter charges the PAB with oversight of an account allocated by AGS for the purpose reinvestment in the Anthill Pub & Grill,
 
WHEREAS the PAB Charter recommends that this account be funded by a portion of the revenue generated for AGS by the Anthill Pub & Grill,
 
WHEREAS the Anthill Pub & Grill generated $33,594.72 in revenue for AGS in the 2008/2009 academic year,
 
WHEREAS further investment in the Anthill Pub & Grill can directly benefit graduate students, improve business relations, and increase the rent collected from the Anthill Pub & Grill,
 
 LET IT THEREFORE BE RESOLVED that the AGS 2009/2010 Budget be amended to include an additional line item allocating $3,000 for expenditure by the Pub Advisory Board,
 
LET IT FURTHER BE RESOLVED that any expenditure from this account requires approval by a majority of AGS Council.
 
Resolution 09-73 Appointment of Campus Organizing Director

 WHEREAS Article IV Section 2 Part c of the AGS Constitution states that “AGS Council has the authority to create Staff positions and make appointments to these positions,” and
 
 WHEREAS in previous years AGS Council created the position of Campus Organizing Director (COD) in order to facilitate communication between AGS Council and UCI graduate student organizations, and
 
 WHEREAS AGS Council approved to continue to finance the COD staff position through account number 6012-9022 Stipend Campus Org. Dir., and
 
WHEREAS the Vice President of Internal Affairs solicited applications for the COD position from September 5, 2009-September 25, 2009, and
 
WHEREAS Executives reviewed and ranked applicants anonymously based on attached criteria, and
 
WHEREAS Executives consecutively concur that ________ ranked highest among applicants and is best suited for this position based in his/her previous experience serving in student organizations, outstanding ability to communicate with others, and eagerness to become more involved in AGS and UCI graduate student life,
 
 LET IT THEREFORE BE RESOLVED that AGS Council appoint ________ to serve as Campus Organizing Director for the 2009-2010 Academic Year based on the recommendation of AGS Executives.
 
 
Resolution 09-74 Appoint Judiciary Committee

WHEREAS the AGS constitution calls for the annual establishment of a Judicial Committee;
 
WHEREAS it is the constitutional duty of the President to appoint the members to the Judicial Committee;
 
WHEREAS the Judicial committee’s duties include interpretation of the Constitution, Council Bylaws, elections procedures and all other rules and regulations of AGS;
 
WHEREAS an additional duty of the Judicial Committee is to determine the constitutionality of all legislation passed by AGS Council;
 
WHEREAS it is the responsibility of the Committee members to discharge these duties in a non-partisan, thoughtful manner and therefore it would behoove AGS if the Committee  possessed some training or familiarity with said duties;
 
WHEREAS the interests of AGS are best served if the Judicial Committee Members have no conflict as a voting member of AGS and the constitution calls for non-Council members to serve on the Judicial Committee to preserve the process from bias or partisanship;
 
WHEREAS AGS desires the Judicial Committee Members to be well-versed in representational government, constitutional interpretation, and legal proceedings;
 
LET IT THEREFORE BE RESOLVED that Sonya Goshe, because of her legal training, law degree, her advanced graduate student status in a non-stem school, lack of a council seat and genuine desire to be involved, meets the criteria required.
 
LET IT BE FURTHER RESOLVED that Sonya Goshe is appointed to the position of Member, Judicial Committee for the 2009-10 Academic term.
 
 
 
Resolution 09-75 Appoint Judiciary Committee

LET IT BE FURTHER RESOLVED that Mahmud Penjwini is appointed to the position of Member, Judicial Committee for the 2009-10 Academic term.
