Resolution 09-81 Supporting the Establishment of a Systemwide
Graduate Student Health Insurance Plan (GSHIP)
Sponsored by Josh Gellers, Social Sciences Representative, on behalf of Payel Chowdhury, Vice President External WHEREAS The University of California (hereafter UC) system currently manages eleven separate insurance plans for the 55,000+ graduate and professional students enrolled throughout the UC;
WHEREAS the cost associated with graduate student health care plans varies widely across the UC campuses, with a net cost increase of 6.9% expected for the 2009-2010 academic year;
WHEREAS the status quo arrangement is not fiscally sustainable over the long-term due to rising health care costs and the volatility of the state and national economies;
WHEREAS a 3% cost savings can be achieved by harmonizing GSHIP policies across the UC according to Hewitt Associates, a consulting firm contracted by UCOP;
WHEREAS it is the obligation of the graduate student association at every UC campus to promote the welfare of graduate students at each respective institution;
WHEREAS a pooled health insurance plan would actively promote the physical wellbeing of graduate students across the UC while alleviating deadweight loss and inefficiencies intrinsic to the current system;
LET IT THEREFORE BE RESOLVED that AGS hereby supports the establishment of a systemwide GSHIP;
LET IT FURTHER BE RESOLVED that AGS urges the UC Regents to adopt the proposed plan to create a systemwide GSHIP to better manage the rising cost of health care while maintaining a high level of quality care.
Resolution 09-82 Approve Pub Bucks Funding

Whereas section D under Budget Provisions of the bylaws states that money is to be set aside for allocation to projects, which must be widely publicized to all AGS members, and the amount allocated must be approved by council.
Whereas the pub is a venue used by many graduate students and reflects some level of graduate culture.
Whereas the pub is a business that AGS sees revenue from.
Whereas new graduate students have a place to engage socially, from all parts of campus, at the pub.
Whereas advertising the pub benefits new graduate students and AGS council.
Let it therefore be resolved that $1,000.00 be used from special projects to distribute as pub bucks.
Resolution 09-83 Support Purchase of a Tankless Water Heater for Pub

WHEREAS the Constitution stipulates in the Preamble that AGS “shall…promote those needs and rights [of graduate students]” and later in Article V §1 that “Graduate students have needs and priorities which require the application of their established fees in the interest of graduate students,”
WHEREAS implementing policies which enhance campus sustainability may be said to promote the needs and rights of graduate students and that application of established fees towards sustainable purchasing practices is in the interest of graduate students,
WHEREAS the purchase and installation of a tankless water heater at the Anthill Pub would allow the Student Center to operate its water heating system in a more environmentally sustainable manner and reduce energy consumption in accordance with university sustainability policies and obligations,
WHEREAS Student Center Director Stacey Murren has agreed to share with AGS the cost of purchasing and installing a tankless water heater at the Anthill Pub,
LET IT THEREFORE BE RESOLVED that AGS support funding for an energy-saving retrofit to the Anthill Pub in the form of a tankless water heater,
LET IT THEREFORE ALSO BE RESOLVED that the amount to be funded towards the purchase of a tankless water heater shall be later determined jointly through consultation with the Pub Advisory Board and Director Murren, and the formal request be presented as a bill to AGS Council at a future meeting. |
