CONSTITUTION OF ASSOCIATION OF GRADUATE STUDENTS FROM TAIWAN

PREAMBLE

We, the members of Association of Graduate Students from Taiwan at U.C. Irvine, by the authority of the chancellor and subscribing to the regulations and policies of the University, establish this Constitution to govern such matters as are delegated by the University to this organization.

ARTICLE I: NAME

The name of this organization shall be "Association of Graduate Students from Taiwan at UCI", and its abbreviation shall be "AGST".

ARTICLE II: PURPOSE

This organization consists of two missions:

1. To promote understanding of culture in Taiwan.

2. To secure unity, solidarity among graduate students from Taiwan; to organize and carry on activities in the field of social, educational, academical, cultural and other humanitarian services; to provide services and help to new graduate students from Taiwan.

ARTICLE III: MEMBERSHIP

Anyone who is graduate student from Taiwan or interested in the culture of Taiwan may join as a regular member.

We will not haze according to California State Law; we will not restrict membership based upon race, color, sex, sexual orientation, age or handicap.

ARTICLE IV: OFFICERS/ELECTIONS

OFFICERS:

President: The leader of the organization. Monitoring and executing the approved projects.

Vice-Present: The sub-leader of the organization. Aiding the president. Monitoring the internal structure and officers of the organization as well as financial status.

Secretary: The clerk and central information person of the organization. Doing the general clerical work. Bookkeeping all the activities' and projects' schedule and memorandum.

Treasurer: The central financial position of the organization. Keeping track of all the funds including a monthly report and planning and executing fundraising project.

Publicity Group: The central information broadcasting position of the organization. The mail tasks are to monitor and manage the activities of the committees, to approve all the designs and actions of the committees. This group consists of three committees:

1. Newsletter committee: The main tasks are to get sources for the press, to review the articles, to edit the articles, and to produce the press.

2. Design committee: The main tasks are designing and implementing posters, flyers, and other necessary advertisements in creative and vivid way.

3. Broadcasting committee: The Main tasks are spreading and posting whatever designs from above committees, and also post electronically.

Public Relation Group: The central communication position of the organization. The main tasks are to communicate with all the members, to negotiate with other people outside the organization for our activities, to distribute the tasks to the committee members, and to monitor the activities of the committee.

Activity Group: The central event or activities management position of the organization. The main tasks are to plan and set up and execute the event or activity of the organization, to distribute the tasks to the committee members, and to monitor the activity of the committee.

Circulation: The property bookkeeper of the organization. The main tasks are to keep track of our properties.

Historian: The history record position of the organization. The main tasks are to capture every moment of the organization and to display them with any media, and to record all the activities as the organization's journal for future reference.

ELECTION:

The president and the top cabinet positions (vice-president, secretary, and treasure) must serve one-year term as being any cabinet position. Except appointment by the president with majority vote of the cabinet members. The regular cabinet positions (chairs of Publicity Group, Public Relation Group, Activity Group, Circulation and Historian) must be created from its committee. Except appointment by the president or the vice-president with majority vote of the cabinet members.

ARTICLE V: MEETINGS

The cabinet meeting shall be weekly on a regular basis. The general meeting shall be at least two times each quarter. The special emergency meeting can be called by the president or the vice-president only when there is problem endangering the organization or problem of possible failure of the coming event or activity.

ARTICLE VI: CONSTITUTION AMENDMENTS

All amendments shall be in consonance with university regulations and policies and shall be filed with the University through the Office of Student Activities within one week of adoption by the organization.

Section 1. A quorum shall consist of two-third of the majority.

Section 2. Any proposal of change of this constitution shall be prohibited unless approved by the quorum of the cabinet members.

Section 3. Frequently irresponsible cabinet member shall resign automatically by him/herself or by the quorum of the cabinet vote.

Section 4. The president shall resign upon the impeachment of a quorum of the cabinet members.

Section 5. The committee members have the power to impeach their chair(s) by a quorum of the committee members in that group unless it's not being agreed by the top cabinet members.

Section 6. All the decision making shall be made by the directly related cabinet(s) of the affair together with the top cabinet members. Once the directly related cabinet(s) made the decision, it can only be changed by a quorum of the top cabinet members.

Section 7. Only the treasure and the vice-president are the decision-makers of the financial matter and have the right of the access to the money. The University shall have the right to audit the financial records of this organization.

ARTICLE VII: DISSOLUTION

To dissolve this organization, it has to be voted and approved by ALL the cabinet members and committee members. In the event of dissolution of this organization, all unspent funds shall be donated to a non-profit organization after meeting all fiscal liabilities.
