Resolution 11-08 Bylaws Rev.: AGS Spends Too Much On Itself Part 2

WHEREAS Art. IV, § 2(a)(ii) and Art. IV § 2(b)(i) of the AGS Constitution respectively state, “The President shall receive a stipend beginning in July and continuing through June of the following year of an amount to be approved by Council.” and “The Officers shall receive a stipend beginning in July and continuing through June of the following calendar year of an amount to be approved by the Council.”


WHEREAS there is currently no standardized procedure for determining whether officers and staff awarded stipends have made reasonable efforts to fulfill the requirements set forth in their respective job requirements.

 

WHEREAS Resolution 9-95 requires council to perform quarterly reviews of all executives and staff, with mandatory participation on the part of all council members. Said resolution does not specify a procedure for accomplishing said reviews.

LET IT BE RESOLVED THAT Resolution 9-95 be superseded by this piece of legislation.


LET IT BE FURTHER RESOLVED THAT the “Council Procedures” section of the AGS Bylaws be amended with a new subsection H that reads:

All vice-presidents and staff receiving stipends from AGS (executives and staff) must, unless already obligated to do so, apprise the council at least once a quarter of their progress towards meeting the goals set forth in their respective job descriptions. Council will, upon hearing these apprisals, make recommendations for continued funding of both the individuals holding these positions and the positions themselves. A majority of negative commentary among those who participate in the review, or a failure to complete this responsibility by the end of each quarter will result in a compulsory resolution to remove the individual in question, to be presented at the next council meeting.

 LET IT BE FURTHER RESOLVED THAT the format of this review will be ananonymous online survey completed by council members in response to an oral presentation (or written report in extenuating circumstances) given by the person holding the position under review. The survey, administered by the VP Admin, will consist of the following:

  4. Has the individual met the responsibilities outlined for the position? Yes/No

  5. Does this position itself merit further funding from AGS? Yes/No

A majority will be defined by those completing the survey who answer in the affirmative to item (3) above. The results of the survey, aside from any personally sensitive commentary, shall be made available to council.

 

LET IT FINALLY BE RESOLVED THAT the dates of these reviews must be set with the VP Admin by the third meeting of each quarter.
